Gunmen Seize Hostages in S. Russia

MOSCOW (AP) - Gunmen seized at least four hostages on Thursday in a southern Russian town, demanding $30 million or freedom for all ethnic Chechens imprisoned in Russia, officials said.

Maj. Salbi Gerba, head of the local Interior Ministry branch, said that a man who fled the scene in the town of Lazarevskoye described four people as being taken hostage by two men. The town is about 35 miles west of the Black Sea resort of Sochi.

The gunmen did not identify themselves, officials said. But Sergei Yastrzhembsky, a Kremlin spokesman, said the two gunmen were local residents and that they were demanding talks with President Vladimir Putin.

Of course you might want to adapt Step One to the Russian context, that is, the surveillance UAV can be stuffed with a SEMTEX explosive charge and switched to "kamikaze" on its second rounds....
