IMO government should stay completely away from religion from both directions. It should neither espouse a particular doctrine, not should it prevent the expression of anyone's faith. To tell every one they must be Catholic, or Jewish, or Muslim, or Hindu, is wrong, and to tell anyone that they cannot pray to their God in a public place is just as wrong. If those that wish to pray, pray, they do not infringe on any other persons individual rights. That nonesense is the argument of Aetheists, and Pagans. No governmental agency should have anything to say about the religion of individuals, IMO.
