Gerald, both Mexico and Norway are producing as much as they can. Regarding the Cato Institute, Saudi Arabia had some serious budget deficits in the mid 1990's, and cut back sharply on the field maintenance during that period. While it is true that the marginal cost would not increase if they increased capacity, they would first have to make some serious fixed investment in their fields to restore their capacity to Gulf War levels. They have not yet made that investment.
