Doesn't the Euro have until 2002 for effective conversion? And since the conversion rates for the member countries' denominations to the Euro are fixed, isn't the only effective hedge for those countries (against a volatile Euro) to export their currency to the U.S.? If true, this would seem to argue against a strong Euro.
