Both candidates' plans are tied to the stock market. Gore's plan is considerably worse since it's an extension of the income redistribution entitlements, such as the Earned Income Tax Credit. In fact, many of the recipients of the supplements to the Plus plan will have already received tax credits to offset FICA taxes and some will have essentially paid no FICA tax as a result.

Gore's plan is also going to be more susceptible fraud as was the case of the Earned Income Tax Credit. One can just pull the money out of the plan after receiving the matching funds.
