Dear Ted:

I do not need to wear any vest for 65F weather. I sometimes wear shorts down to about 55F. I know a professor who wears them down to about 10 to 15F. It comes from all the time I spend in Raised Floor Computer Rooms which are set for 65F and 50% RH. 95% here heat with NG or LPG. The rest with UG Houses or Wood Burning Stoves (or fireplaces) although Milwaukee downtown does heat with Cogeneration Steam from a coal fired plant (Menomonee Valley Power Plant). Actually more and more businesses are heated with cogeneration power or "waste" heat.
