W adopted a no excuses, no second chances, policy in Texas regarding drug use. If some first offender kid gets caught at a party sniffing something, he gets put away doing hard time for many years.

It was the implied hypocrisy (if the accusations were true) that got the media riled up. W was dooming kids who did exactly what he was doing at their age. His famous refusal to answer questions about actions he "may or may not have committed in the past" didn't help things. I think that to this day he hasn't denied some experience with cocaine.

There was a period in the 70's and early 80's when such recreational drug use was pretty widespread in this country. It would have been tough for a sociable guy like W to avoid a little experimentation.

Bill Clinton most certainly has some problems of his own, but he tends to be a little more sympathetic regarding similar errors of judgement in others. W is pretty big on being quick to condemn and slow to forgive, the media just gave him a little of what he gave to others. I doubt that they're done with him yet.

By the way, the ex-college acquaintance of W's that made the accusation seems to have been "disappeared" in a Texas prison. What's up with that? At least Clinton didn't have his accusers killed.
