"That is what the strategic reserve is for, buy at $10/barrel and sell at $30. Zeev, the average price paid per barrel is $27.14. I don't know if this includes storage costs of ~$1.50 per barrel. fe.doe.gov We'll see soon enough if this has anything more than a psychological impact, as I understand refineries are at capacity.
