I would say it is. I also think that crude approaching $40 is not sustainable and not in the best interest of OPEC. Reason, the presence of huge reserves in Canada in the form of oil shale extractable profitably every time crude goes above $30/barrel. OPEC does not want these resources to be opened, but a sustained price of crude above $30 will open these resources.
