Sounds like you're the one who is confused...

You're telling me that the tax rates are higher in the cities...

Yet, they still require more funding drawn from the rural taxbase...

So which is it? The Urban tax base is self-sustaining and provides a surplus (subsidy) to the rural tax base??

Or the City tax base is in deficit, despite higher taxes, and the rural tax base must subsidize it??

Or is it a little of both?

Which population block is more attractive for the purpose of handing out political favors from the perspective of a legislator??

It certainly is not an easy question to answer...
