10.Because most people have no strong opinion on the matter. Ditto Cheney: he had nothing to say about local matters, and therefore did not vote......... Neo, that is a very poor defense of Cheney's non voting record. He is the one who should be setting an example for others to participate in electoral process. All have their own compulsions and can come up with reasons not to vote. Atleast you can ignore this issue rather than defending him on this one.
