IMO, Terminal Services has two primary customer scenarios:

1. "Green-screen" replacement in locations such as call centers and branch offices.
2. Remote administration of servers.

In neither scenario is 16-bit color needed. Given that many (some would say most) Terminal Services clients are connecting over slow links it would also be somewhat impractical. Therefore the decision to prioritize other functionality over 16-bit color makes sense to me.
