First, there is no "stabilization of the drug markets." In fact, The Drug War is nothing but a free ride issue for both Republican and Democrat politicians as they postulate look busy-like positions before a genuinely concerned citizenry. The fact is, The Drug War is an extremely unwinnable war. If our society cannot prevent drugs from being distributed within its prison system--during a time where prison expenditures are equaling education expenditures--how can anyone sincerely believe we can keep drugs out of free society. Problem here is governments cannot legislate morality. Never could and never will. I could go on and on with respect to this issue, however, I won't.
Secondly, "death and or incarceration of many of the most dangerous gang members," is not reducing the crime rate because of reasons described above, and more. The fact is those who go to jail, more than not, get out as better criminals. They simply learn new tricks while incarcerated. Fact is we don't have quality (tough and severe) prisons because we put the wrong folks (drug offenders) in jail. Drug offenders get more from treatment, education and preventive measures. Also, the continuation of rising gun violence among youths does not lend credence to your argument.
Thirdly, your comment that "community policing, which was adopted by a number of mayors, largely Republican" is not accuarate. Most city mayors, particularly big city mayors where crime is most rampant, are Democrats. Community policing evolved from neighborhood activists trying to develop solutions. It had little to nothing to do with the Republicans. The Republicans came on board late with community policing, much like they did with recycling. But that's a whole 'nother story--LOL! |
