Doughboy--The Gore tax plan, aside from funding needed programs and providing a modest and more balanced tax break, importantly establishes a Rainy Day Fund (a reserve) from the surplus. Does anyone on this thread know the value of a Rainy Day Fund?

Simply put, Bush plan is imbalanced, providing tax breaks where none are needed.
