OK if 16 is too many elections, how come he found time to vote for only 2 times. Anyway it is totally defenseless and non trivial argument and even Cheney must be ruing the fact that he did not vote. That issue alone can make a difference for Dubya's election in this close race.
BTW: Dubya did vote, I am sure Cheney could have delegated manufacturing of a drill or two to someone else to go and vote. Or vote by absentee ballot. It just takes him to mark X in the required field. So in the end it is excuses, excuses and lame excuses.
