A product cycle (at any software company, I'm not specifically referring to MSFT) looks something like this:

1. Get customer feedback on current version.
2. Get customer "wish lists" for next version.
3. Prioritize changes and feature additions based on demand.
4. Include as many of the changes as possible in the next version starting at the top of the list.

The number of changes that get incorporated into version N+1 will be determined largely by the following (not in order):

1. The schedule.
2. The number of resources assigned.
3. The difficulty of the changes being made.
