Windows 2000 Terminal Services supports 8-bit color.

Citrix MetaFrame (a 3rd-party add-on) adds features to Terminal Services, including support for Citrix's ICA protocol which supports 16-bit color.

Then maybe you can tell me how these limitations HELP consumers!

What limitation? It's not like Windows 2000 has support for 16-bit color in Terminal Services and Microsoft disabled it to annoy people. The protocol used by Microsoft (RDP) doesn't support 16-bit color. Citrix's ICA protocol does.
