IMO, the answer is "yes" for those pursuing a data-only strategy and "no" for those trying to offer voice services. The cost of building both voice and IP infrastructures, in the face of declining prices for voice services, is unsupportable... it's a game only the big boys (ICXs, ILECs, XOXO) can afford to play.
