royalties are not needed at all as the value of standard setting itself is huge. Intel dominated the market by setting standards in the industry. Companies that are going to follow those standards will be always a step behind. Even though that in some sense those companies would be behind it would also be beneficial for them as well as their development costs would go down together with marketing costs.
Later on the joint group may be formed to share the development expenses and match intels R&D funds.
