nah, it's not because there were pre-existing index options (ie, DJX, SPX)... there were options on the NDX before QQQ came along as well.

I heard because S&P (mcgraw hill) would not license the SP500 index as an option to anyone but the CBOE (SPX).
probably similar for DJIA.

btw, I've decided that QQQ options are 1256 contracts afterall and my current plan is to treat them as such when i file my 1040 for 2000.
