Eric, Re: I think that AMD's limitation is just that, the athlon could run at higher speeds and temperatures, but the motherboards can't deliver that much power. This would explain how Mustang could achieve much higher frequencies without a major pipe redesign.

This could also be a big hurdle for Pentium 4. If we interpolate the given numbers to 2 GHz it would consume ca. 100 Watts, so it will need very expensive power supplys and cooling devices. While AMD will have first Mustang derivates out on November, 15th on a shrinked core with much less power requirements Intel won't go to 0.13micron before Q3 2001, effectively stalling their P4 ramp until then.
