The market is taking the CSCO, NT downgrade by the Sanford Bernstien analyst very well. Either the rumored telco slowdown is already pr iced in or Bernstien analyst doesn't have much clout in the street. I mean a CSCO, NT downgrade has repurcussions on the entire tech sector. I haven't heard any major telcos like WCOM or QWST say that they are going to cut back on sp ending.
