They are idiots. The war on drugs is an expensive failure.

Drug abuse becomes a medical problem rather quickly. Prisons are extremely expensive way of dealing with this problem. They are also an inequitable way of dealing with the problem. Health care and criminal problems abound in prisons. They should be reserved for those felons which can not be let loose on the streets.

The profit should be taken out of drugs by making them available through drug treatment clinics for low prices.
This would emasculate the Columbian cartel and eliminate the street dealers and expose the users to drug treatment programs through those same clinics. Street crime would go down and the need to steal to pay for drugs would be eliminated.

Put them (the drug cartels and dealers) out of business by eliminating the profit in drugs.

Will it happen? Probably not because the Columbian cartel has a very powerful lobby group in our government.
Their allies are the prison system and the drug enforcement agencies whose livelihoods depend on the war on drugs.
