Often times, schedules never do allow for comfortable fudge factors. I think the fear from management is that the extra time will be filled and then some. So if schedules slip anyway, why not just pull in the schedule just to compensate? Because then quality suffers, there is no more attention to detail, and once the (you-know-what) hits the fan, the blame game starts.

Sure, only the paranoid survive, but there is a big difference between healthy and unhealthy paranoia.
