Then there's Alcatel. They went out giving equipment for trials all over the place. Then they started saying, they had a presence in such and such countries.

You have to have some knowledge of those state-owned telcos. They have some labs where they test new technology and the idle people there love to get some new toys to play with. (and mind you ADSL appeals a lot to engineers with their apparent beauty)

Then if they put a tender out they do not know how to write it. This knowledge gained with the equipment the boys played with comes in very handy.

That's good investment. When the tender documents come out, they come slanted towards the supplier of the trial equipment. That's a good way to sell equipment -if you have time to explain why a modem does not have a 75 Ohm BNC connector to connect a TV set to it- but from there to go around that you have 50% of the market,there is a certain distance. But that is exactly how Alcatel stole the early thunder.
