If this is going to happen they better get started today. Petrologists estimated output 29.3 mbpd in September ~ at the new Oct 1 quota of 29.2 mbpd with SA exceeding their quota by 400 kbpd. Of course SA said after this release that they were only doing 8.5 vs the estimated 8.9.

So either they are trying to float more oil while making it seem there is more capacity in reserve or Petrologists is off on their estimate.

IMHO In order to withhold they would want to do it very discreetly. To have any effect in a discreet manner going forward, seems the biggest impact might be occurring in the time leading to the election.

DOE EIA import data will reveal the story going forward.
