The thing is, if they do try cutting rates, it might just be taken as a sign of real weakness and catalyze a stampede for the exit. Or, any ensuing rally might just be construed as a opportunity to lighten up on the long side (my preffered strategy since AG has given the free Put on the market <ggg>), perpetuating the stair step down.

Where will strength come from??? As I see it, the only possible place would be evidence of swift growth abroad, a virtual impossibility given the rising price of oil.
