Opening of the full criminal investigation means that agents and prosecutors are more confident of the evidence they have in hand, that some federal statute has been violated and that they are much closer to a resolution.

With the opening of a full investigation, FBI and Justice Department officials tentatively chose three possible federal crimes to investigate: theft from a federally funded activity, mail fraud and false statements to FBI agents.
