Abstract: This contribution presents a short report of the meeting #3 of TFES (Task Force for European Standards for IMT-2000 in support of the R&TTE Directive) held from 9/11 to 9/14 in Sophia Antipolis. It summarizes the set of requirements that TFES concluded to be Essential Requirements according Article 3.2 of the R&TTE Directive of the European Commission, which regulates the placing on the market and putting in service of radio equipment in the EU.
1. Introduction The R&TTE Directive of the European Commission regulates the placing on the market, the free movement and putting into service of radio equipment and telecommunications terminal equipment in Europe. Where equipment meets the requirements of the relevant Harmonised Standards adopted pursuant to that Directive, Member States shall presume compliance with the essential requirements and allow the placing on the market, the free movement and the putting into service of such equipment. Pursuant to Article 3 of the R&TTE Directive, essential requirements include the effective use of spectrum to avoid harmful interference. As a consequence, the Commission in 1999 granted to ETSI a general mandate M-284 for the elaboration of such Harmonised Standards for a large number of equipment covered by the R&TTE Directive, including UMTS (activity 2.2). In December 1999, the Commission confirmed to ETSI that Harmonised Standards giving presumption of conformity with the requirements of the R&TTE Directive are required for IMT 2000 equipment. Pursuant to the policy of the European Union, in order to ensure Community-wide roaming and interoperability, all IMT 2000 systems may apply for licenses in EU Member States for operation in the spectrum identified for IMT 2000 systems by ITU Resolution 212 as long as least one license is granted for a UMTS system in each Member State. ETSI’s Technical Committees MSG (successor of SMG) and ERM created TFES (Task Force for European Standards for IMT-2000 in support of the R&TTE Directive), which shall develop proposals for such Harmonised Standards for all IMT-2000 technologies. During the third TFES meeting, held from September 11 to 14 in Sophia Antipolis, the group agreed on a set of requirements that are regarded to be essential according Article 3.2 of the R&TTE Directive. This document summarizes this set of requirements. It also indicates which (if any) of the requirements in IS-97/98D could be used to demonstrate conformity with this set of essential requirements in a Harmonised Standard for cdma2000. Thank you for the clarification and update on the 1X evolution work in 3GPP2. We wish that this be the start of a successful and collaborative project in 3GPP2.
Having said that, I would like to bring up a couple of remarks that I had when reading your letter. 1) It is my understanding that the important work being done by 3GPP2 on 1XEV-DO is now coming to a conclusion. CWTS would like to recommend TSG-C’s remarkable efforts to complete such a task in so little time. CWTS hopes that the same motivation and focus can now be used to accelerate the development of 1XEV-DV. 2) The TIA ballot procedure should not be a conflict with the 3GPP2 schedule. According to the 3GPP2 procedure, no ballot process exists in 3GPP2 since this is left to the SDOs in a parallel process. This activity should therefore not be a reason to delay the 3GPP2 work. 3) CWTS insist that TSG-C keeps its target date of May 2001 for the completion of the 1XEV-DV Technical Specifications. As you know this is a very important technical development for us and we urge 3GPP2 TSG-C to prioritize it accordingly. Technical evaluation of all candidate technologies should be completed rapidly.
In addition, I also encourage the new Working Group 5 to take into account the work being done in the LAS-CDMA and 1-XTREME ad-hoc groups. Some good progress was being made on these two technologies in these groups. For example a convergence between the two proposals was under way, which was in everyone’s best interest.
I would also like to restate CWTS request that a more aggressive schedule be put in place to finalize the technology selection by October of this year and to complete a set of technical specifications by May 2001.

This letter is intended to update you on our status with respect to the cdma2000 1x evolution specification development activities and to respond to the issues presented in your correspondence. We are pleased to advise that our development activities related to the Intergated Data and Voice specification of our cdma2000 1x evolution project at our meeting this month in Seoul, Korea. Our progress is summarized as follows: As advised previously, at our August 2000 meeting we issued a call for proposals for new candidate technologies for this phase of the project. At this meeting, one (1) additional candidate was identified when a proposal from Lucent Technologies was received. That brings the total number of candidates currently being considered to three (3). An inaugural meeting of the new WG5 was held, as scheduled. The confirmed Co-Chairs for this group are: Ed Tiedemann QUALCOMM Byung K. Yi LGIC Both the LAS-CDMA and 1XTREME AdHocs were disbanded and all contributions to both of those groups were transferred to WG5. WG5 met for approximately 16 hours this week and was very heavily attended. The interest in and support for this effort within TSG-C is very high. This initial meeting was focused on three (3) main priorities as noted below: Reviewing summary presentations on all current candidates to allow the WG5 participants to get a better understanding of the proposed benefits and technical basis for each. Begin the process of planning the candidate proposals to validation the claims of each. Begin the process of planning the technical evaluation and technology selection process. WG5 also developed their scope and charter. That document was approved by the Plenary and is attached for your reference. In addition, TSG-C personnel assisted TSG-S in preparing the requirements which will guide this development process. TSG-S made substantial progress including resolution of all items on the original open items list. A draft version of that requirements document has been reviewed by TSG-C WG5 and all preliminary WG5 concerns have been addressed. At our request, TSG-S has agreed to delay their approval of that document to allow TSG-C additional time for review and comment before that document is finalized. Subsequently, three (3) new items were added to that open items list by CWTS. The TSG-S approved version of that document is now scheduled to be submitted to the TSG-C opening Plenary in Kyoto, Japan on 23 October 2000. Regarding the concerns raised in your correspondence: You are correct when you indicate that all balloting is done by the 3GPP2 SDOs. However, the resolution of all SDO ballot comments and concerns is accomplished in 3GPP2 in order to the 3GPP2 specifications in sync for all SDOs. As previously advised, we will be focusing a substantial portion of our resources on the resolution of comments related to that initial 1x evolution specification. However, WG5 still has 12 hours of meeting time scheduled during that week subject to the priority of ballot resolution. Based on the fact that we have just begun our planning activities in earnest, we are unable to your requests to finalize the technology selection by October of this year and to complete a set of technical specifications by May 2001. However, it appears highly unlikely that we will able to finalize the technology selection by next month when we are still developing our evaluation processes. Please be assured that we will make every effort to put an aggressive schedule in place for completion of this second 1x evolution specification to the extent that we do not jeopardize the quality of the product we are developing. We again apologize that we cannot meet your requests nor provide any additional information at this time. We again request your patience and understanding in this situation. We will advise you promptly of any change in our status related to your referenced areas of interest. As always, we continue to invite and encourage the active participation of CWTS representatives in our phase 2 development activities and in all other areas of effort under our responsibility.

Third Generation Partnership Project Two TSG-C, Working Group 5 Abbreviated Meeting Summary September 20-21; Seoul, Korea Working Group 5 met briefly on Tuesday evening to receive an update on the requirements development in TSG-S. It also met on all day on Wednesday. It met on Thursday until about 3:30 PM Working Group 5 has received three proposals for 1xEV DV. 1xTREME (several companies) LAS-CDMA (Linkair/CWTS) Lucent Presentation were received from LinkAir and Lucent. Working Group 5 developed a scope and charter. The Working Group requests approval by the plenary. Working Group 5 reviewed the draft requirements that were provided by TSG-S. A response was sent to TSG-S suggesting clarifications in four areas. Working Group 5 established an ad hoc group to develop technical conditions for simulation and evaluation of proposals. The ad hoc group chair is Frank Zhou. Working Group 5 discussed the process to be used in the development of its output. It agreed upon a flow diagram and that its output would be one or more reports to the plenary. Working Group 5 discussed a potential timeline to be used for its work. Consensus was not reached. An ad hoc was established to attempt to development a timeline. Steve Thomas agreed to be chair. Working Group requested contributions on a matrix by which to compare proposals.
