Starr was appointed by Janet Reno to look at Whitewater and the Whitewater investigation was expanded by Reno to include the Paula Jones case. Once Linda Tripp was involved in the Lewinski matter, because it showed a pattern, a case of perjury and subornation of perjury came up. Those are impeachable offences and by law had to be reported to the House. By law, the House had to act on them and they did by impeaching the president, Mr. Clinton.
