If Rambus were to establish a precedent of being able to extract (extort?) 1% from their tiny portion of SDRAM IP, what is to keep all the other IP holders from spinning their patents off into parasitic IP companies like Rambus?

There is nothing particularly importnat about Rambus SDRAM IP. In fact, quite the contrary.
