I think a President Bush is more likely to pardon Clinton than a President Gore. Bush has greater incentive to remove this major distraction from the beginning of his administration. Gore would be 1) more constrained by political considerations (the PR would be awful), and 2) more inclined to let Clinton beat up on any prosecutor foolish enough to try to extend this political witchhunt(the PR would be spectacular - the impeachment trial revisited).

I agree about Ford - it was a singular act of political courage on his part to pardon Nixon. It was necessary and the right thing to do for the country, even if Nixon got off lightly for his actions undermining of our Constitution.
