It's Old News that the SEC and Cisco were on opposite sides of the debate on the accounting issues - at least one Cisco spokesperson has publicly stated that if the rule were enforced it would likely hurt Cisco's stock prices, in an article that ran in the Washington Post earlier this year. Remember the old adage, "what's good for General Motors is good for the nation"? I think Cisco was trying to suggest that what's bad for Cisco is bad for the nation. No doubt Cisco's many shareholders agree.
