2 reasons:

1) He is an Orthodox Jew, Kissinger is not. That implies (to some, not me) a greater commitment to Israel and to Judaism in general.

2) He is 2nd in line to succeed the President. Kissinger was further removed in the line of succession (though probably wielded more power as Secretary of State).

BTW, tell me who was Secretary of State during the first Arab Oil embargo?<GGG>
