That is a little different than how I read the CSFB report.

In the executive summary, the blurb states:

Finally, it appears that lower output of 1-GHz and other faster Pentium-3 chips was due to hastily implemented mask-sets--not manufacturing yields or design problems--that caused slower-than-expected speed outputs. A catch-up to plan should occur by January.

The report goes on to describe generally how masks are made (which was by itself beyond me), and why the P3 was having a problem there. The analyst feels that Intel has finally targeted the problem and is in the process of correcting it.

I took a positive connotation from the report rather than the negative connotation that you read.
