So if Intel fails to post SPEC benchmarks, that means their processors underperform (e.g. Itanium), but if Intel does indeed post SPEC benchmarks, that means Intel is cheating (e.g. Coppermine).

That's funny. All the benchmarks I've seen on the outside kind of show a dead heat between Athlon and Pentium III. Check out Tom's benchmarks of MPEG-4, destined to be the next controversial technology:

AMD Duron beats Pentium III at 800 MHz. Yet Pentium III beats AMD Athlon at 1 GHz. Results look inconclusive to me. (Of course, those guys at Tom's Hardware do a great job "reminding" us that Duron has better price/performance than Pentium III. But that's beside the point.)
