i agree it seems difficult...but China is reportedly doing it - i don't know how, technically speaking. Australia's new law against certain types of content is also a reality. their legislators point to the fact that 80% of prosecutions under this law related to kiddie porn - but that was already illegal, why introduce a new law? the kiddie porn issue is one of the smoke screens advanced by the censors...however, in the US, the majority of prosecutions originate from solicitations made by federal agents. without them, the issue would be a lot smaller than it's made out to be.

in any case, you can rest assured about one thing: governments all over the world are unhappy over their lack of control over the internet...and from what one hears, users are being tracked and profiled by govt. agencies already...someone out there knows which sites you are visiting.
