I suppose you take the offensive and start blasting virus' at them or start cutting phone lines to Caribbean countries. Most others will just have treaties on the real bad stuff. :)

More likely what happens is that more premium services develop that are 'self contained' or pre-screened that people sign up for...

But don't worry AlGore will take care of everything :(
