Has a familiar ring to it.
The author seems to be talking about Penny Stocks, of which
most of us have little or no interest, since we are aware
of the ease with which these low volume "dream" stocks
can is manipulated and wielded like a weapon to crush
uneducated, unsuspecting (read Gullible) investors.

Stocks with liquidity are much less susceptible to massive
manipulation by a few greedy institutions.
In fact, I quite often see the opposite at work in
high liquidity stocks.
When these stocks reach new highs, the buyers flood in - and by the size and volume of the trades, these are not your average mom and pop retail investor.
Likewise, when support levels are breached, the selling kicks in (in earnest) ie YHOO when it fell
through 115 then 110 - QCOM when it sunk below 100
