Yes, the local memory must be large enough to hold the code and local data (read working set) of the processes (see previous post about thinking about local memory as an exclusive cache to total memory). Most of the time, it is not more than 64MB even on heavy simulations and RDBMS work (GUIs if you deem the frame buffers as needing to be local would push this up (but this will never really succeed 2GB (just think, a stereo 16K by 9K Truecolor 3D display would be 2GB total (frame rates would be very lousy with current CPUs))). So, IMHO this will not be a problem for all but the most stupidly designed apps.
