Your neighbor ought to put motion detectors on those lights. It would save him some money as well as keep you sane. Well, as sane as you are capable of, anyway. Maybe your new neighbor is my co-worker's son and his family-- he's in the Federal Witness Protection Program after having ratted out his drug dealer associates. I assume he would have pitbulls and floodlights wherever he is... and maybe barbed wire, booby traps.... a moat...
