Whatever the cause, the problem exists. People don't typically refuse care (leaving out the extraordinary case of those who don't want care because of religious objections), though they can be ignorant or afraid or even intentionally kept ignorant and afraid by politicians determined to keep governmental costs down. And it is the most defenseless among us, children, that suffer the most. How would you address this problem?
