This is not in contradiction to what I wrote - the $25/month are the Internet access fee. The rest is the usual subscription fee for the phone line ($12) plus a kind of DSL availability surcharge ($9).

This restriction is only by some non-DT providers. The DT DSL offer has no volume limit.
