Yes. This doesn't include free local voice calls but unlimited Internet access (no time, no volume limit).

But apparently you have to pay for the time you are online.

Only for analog access. But during the past weeks there has also been a flood of analog ISP flat rate offers, for about 80 DM/month. Funny that the DT DSL ISP flat rate is 30 DM cheaper than the analog one. An explanation I have read is that DT wants to free its voice switching stations from the burden of long Net sessions. Supposedly it's easier/cheaper to administrate separate DSL data traffic.

Cable Net access is a sad topic. Basically there is hardly any except some pilot projects. DT is selling nine regional cable stakes but it will take years for the new owners to upgrade the plant. Cable TV rates are about $15/month for 40 channels.
