Bush needs to look presidential. He needs to dismiss Gore's charges as hollow (Tall Tales). He needs to talk about the failures of the past 8 years each time Gore trumpets a success. And he needs to ask Gore where he's been for 8 years each time Gore proposes a new initiative (i.e. Why didn't you propose that 8 years ago?). When Gore takes credit for the economy, he needs to ask what specific legislation did Gore initiate to spur the economy. (A tax increase won't cut it with viewers.)
