It comes from observance- which is time plus data. When I was a small child I believed my parents were always right. Then I believed I was always right. Then as I learned more and more about the world and the past I came to believe that no one was always right, and what is worse you don't know when anyone in particular is wrong or right and finally even IF there are wrongs and rights. It simply came from time and knowledge.
