They are not "starting to appear", they have been here for some time. But in regards to your question about steppings, I have never heard the stepping designations you refer to used by any of my Intel contacts. I don't know what a cC0 stepping is nor do any of my contacts. They refer to a different set of names which I am not at liberty to say.
