You may be right, but tax loss selling typically needs an even bigger decline. Also, after initial declines people are too stunned to do tax loss selling and tend to hold on. I think such selling could be a very big factor next year, since people will have all year to contemplate their losses.

or the year after, if there's a rally.

Sooner or later there certainly will be a truly horrendous tax-loss unwinding of positions that could take the indices to more than 50% below their highs.
