I certainly didn't have that impression. I think overly prepared, especially in the beginning he began with a speech instead of an answer. He seemed able to say what he wanted about Bush's proposals, and Bush did not have the figures to respond and had to resort to fuzzy hand waving. I think the overpreparation made Gore jump in too early on answers and talk too long, which made him look a little like the student who has his hand up before the teacher finishes a question. We'll have to see how that plays with the undecided voters.
