Well, yeah...exactly...So why did Bush suggest that they do?

He obviously isn't aware that for the better part of the past two centuries, Russia has served as traditional patron and protector of Serbia, which is now one of two republics of Yugoslavia. Russia and Serbia share a common heritage that goes back several hundred years. Or that the more recent history looks like this:

1991-95: Russia lends diplomatic weight to Serbia during the breakup of Yugoslavia and subsequent fighting that erupted between ethnic groups in the newly formed independent nations of Croatia and Bosnia-Herzegovina.

1998-99: Throughout the conflict over Serbia's Kosovo province, Russia supports and argues Serbia's position in discussions with Western Europe and the United States. The republic of Serbia is the largest part of what is left of the country of Yugoslavia.

And that a good portion of Russia's military leadership still supports Milosevic in spite of the "neutral" public posiiton Putin has stated.

Then there's the issue that Milosevic doesn't appear to want Putin involved in that he's apparently rejected the offer of mediation.

So go figure...

The whole proposal that the Russians get involved just indicates he needs much more work in the area of foreign affairs.
